I am going to college now. As math has always been my problem area , I purchased the course books in advance. I am plan on learning a handful of chapters before the classes start. Any kind of help would be much appreciated that could assist me to start studying convert 83 to base 5 myself.

I second that. Algebrator has already helped me solving problems on convert 83 to base 5 in the past, and certain that you would like it. I have never been to a high ranking school, but all because of this software my math problem solving skills are as good as than students studying in one of those fancy schools.

I would suggest using Algebrator. It not only assists you with your math problems, but also gives all the necessary steps in detail so that you can improve the understanding of the subject.
